Fort Worth police are advising that a man wearing a police uniform sexually assaulted a woman after talking his way into her apartment. Police say that, so far, the investigation indicates the man was not a Fort Worth police officer who was involved the attack.

The victim reported she had returned home and several minutes later heard a knock at the door. The man told her he was looking for a fugitive and threatened to arrest her if she did not cooperate. She opened the door and was sexually assaulted, police said. Police released a composite sketch of the suspect. He is described as black, about 35 years old, 6 feet tall, with a very round face, stocky but not fat and clean-shaven with a shaved head.

Police say until the suspect is caught, women should be extra cautious, especially of anyone in uniform knocking on their door if they did not call police for help. It’s okay to ask for an ID card or if you feel appropriate, dial 911. Always look at the totality of what’s going on.”

The federal government formally barred truckers and bus drivers from sending text messages while behind the wheel. Under this new legislation, drivers of commercial vehicles caught texting could be fined up to $2,750.

Although some critics of the legislation claim that enforcement of texting ban is problematic, and that it might prove more symbolic than practical. However, most legislators see this as a first step towards creating an environment that discourages distracted driving. “We want the drivers of big rigs and buses and those who share the roads with them to be safe,” said U.S. Transportation Secretary Ray LaHood. “This is an important safety step, and we will be taking more to eliminate the threat of distracted driving.”

LaHood has made the effort to curtail driver distractions a centerpiece of his tenure as the nation’s top transportation official. A study released by Virginia Tech’s Transportation Institute found that when truckers text, they are 23 times more likely to be involved in a crash or close call. In announcing the ban, LaHood mentioned data compiled last year by the Federal Motor Carrier Safety Administration. The agency said that texting drivers take their eyes off the road for an average of 4.6 out of every six seconds. At 55 mph, he said, that means a texting driver travels the length of a football field, including the end zones, without looking at the road.

In addition, there appears to be a growing movement towards a nationwide ban against texting while driving that would apply to all drivers. One group of senators has drafted legislation that seeks to bar all texting while driving. In addition, members of the House of Representatives are working on their own bills to restrict texting while driving.

The bus had been on the interstate about an hour when the passengers heard a loud noise and felt the bus flip around before toppling on its side in a grassy median on Interstate 37. “I think we did a 180. We flipped and I was out the window,” said Daryl Champagne, a 17-year-old San Antonio high school senior who was on his way to South Padre Island with two classmates on spring break.

DPS Trooper Jason Reyes said the cause of the accident remained under investigation, but there was no initial indication the driver, 47-year-old Irma Morado, was impaired. Investigators suspect equipment failure may have caused the crash, said DPS spokesman Tom Vinger, though officials said the tires appeared intact.

Department of Public Safety spokeswoman Tela Mange said that although findings were preliminary, and that the investigation was ongoing, the early investigation is revealing that a broken drive shaft likely caused the Americanos USA bus headed to Mexico from San Antonio veer wildly on a Texas highway before flipping over, killing two passengers and injuring at least 40 others on board.

The drive shaft transfers power from the engine to the wheels of the bus. The drive shaft is believed to have fallen off before the Americanos USA bus careened from the right lane toward the median and spun wildly. Bus drive shafts rarely break and completely fall off, said Joe Pemberton, whose Glendale, Ariz.-based company, Motorcoach Training & Development Inc., trains and certifies bus mechanics. Newer buses are equipped with a safety strap designed to catch a broken shaft so that it doesn’t completely destabilize the bus. But such devices can fail, and if one does, the shaft can snag on the pavement and turn the bus over, Pemberton said. If the drive shaft breaks and falls off and snags the pavement, “It would act like a pole vaulter,” Pemberton said. There is no indication yet as to whether this bus had the safety strap, or if so, what the condition of that strap was.

Most bus companies inspect the drive shaft about every 10,000 miles as part of maintenance, Pemberton said. According to Bonnie Bastian, a spokeswoman for FirstGroup America, the parent company of Dallas-based Greyhound Lines Inc., the bus underwent its regularly scheduled maintenance the day before the crash.

Americanos USA, is a subsidiary of Dallas-based Greyhound Lines Inc. Before this crash, the company’s vehicles were reportedly involved in 10 accidents in three states in the last 30 months, according to Federal Motor Carrier Safety Administration records. Tuesday’s crash was the company’s fifth involving injuries and second involving fatalities. One person died in a January 2009 crash in San Diego involving one of its vehicles.

Americanos USA has 137 motor coaches in service. Americanos has been involved in one accident for every 13 buses. By comparison, Greyhound has been involved in one accident for every eight buses. Bonnie Bastian, a spokeswoman for Greyhound’s parent company, FirstGroup America, said the company is assisting with the investigation.

As is typical in bus accidents, because bus companies do not insist on having seatbelts installed, passengers in this wreck were thrown about the bus as it tumbled. The NTSB has long advocated that motor coaches include seat belts and other occupational safety devices, but the recommendations have yet to be turned into law, in part because of strong lobbying by bus companies.

In this crash, some of the passengers reportedly landed on broken glass and on top of each other while bus windows shattered and loose luggage was scattered about the passenger compartment. Police are reporting that 40 people on the bus were taken to San Antonio-area hospitals. At least one of the passengers was in critical condition today, while others were stable or had been discharged.

One of the passengers on board, Karlo Castilleja (18), said he was pinned in the bus with three people on top of him and his face in the dirt, and couldn’t breathe while he was pinned under the debris and people on top of him. Other passengers, such as Jacob Medina (18) indicated they felt lucky to be alive.
